What can permit data do for a supplier?
Short answer: Permit data shows a supplier where installation work is concentrating, which trades are filing it, and how quickly projects move from application to an active job site. It is a territory map, not a lead list: Toronto's public record describes the work and the address, never the contractor or the owner. Used correctly, it replaces gut feel about "busy areas" with counts you can defend in a planning meeting.
The scale is what makes this workable. PermitIndex currently indexes 28,514 Toronto building permits issued in the trailing twelve months and still on record as of Aug 26, 2026, drawn daily from the City's open dataset. The 10,137 of those permits that disclosed an estimated construction value together represent $14,673,846,387 in disclosed value; the rest disclose none, so real committed spend is higher. What is actually in a Toronto permit record?
Each record in the City's active building permits dataset carries the property address, the type of work, the current status, the application and issue dates as the City recorded them, and an estimated construction value where the applicant disclosed one. PermitIndex adds a trade classification we derive ourselves, geocoding, and aggregation by area, so the record answers supplier questions without a parsing project.
Two absences define how you can use it. Names are not part of the published record: no contractor, no owner, no applicant. And location is published down to the address for the permit itself, but postal geography only to the FSA, the forward sortation area, which is the first three characters of a postal code (M4E, for example). So the record supports "how much roofing work is filed in this postal area" precisely, and it supports "who is doing it" not at all. That boundary is legal, deliberate, and permanent. Plan territories with it, not against it.
How do you read demand by trade?
Start with volume: how much of the work your category rides on is actually being filed, and how it compares with the categories beside it. The table below is computed live from our database, one row per trade over the trailing twelve months, with the median and 90th percentile lag from application to issuance beside each count as of Aug 26, 2026.

Groups with fewer than 30 permits are omitted; a median over a smaller sample is noise.
Read the count column as the size of the permitted market and the wait columns as how quickly filed demand becomes buildable demand. One quirk worth knowing: two of the largest trade categories in the dataset, plumbing and interior alteration, have no dedicated public pages anywhere on the internet, ours included. If your product sits in one of those categories, permit data is close to the only demand evidence that exists for it.
How do you carve a territory out of permit geography?
Toronto permit data supports two levels of geography, and they serve different jobs. The City's 158 social-planning neighbourhoods are the storytelling layer: they match how people talk about the city and they are the right unit for spotting concentration, which is exactly what our construction hot zones report maps. The postal areas are the operating layer: reps and delivery routes already think in postal codes, so FSAs make clean territory atoms that need no translation into your CRM.
A workable pattern is to define territories as bundles of FSAs, then rank the bundles by permit count in your relevant trades over the trailing twelve months. That gives every territory a number instead of a reputation. When two reps argue over a boundary, the argument becomes "this bundle carries this many filed projects" rather than whose gut is louder.
When should a supplier act on a permit?
A permit's timeline has three supplier-relevant moments: application, issuance, and the construction that follows. Application tells you a project is specified. Issuance tells you it is authorized and close to breaking ground. The gap between the two varies enormously by project type, which is why the wait columns in the table above matter for timing, not just curiosity.

Quotable: Cross-sectionally in Toronto, new construction permits wait several times as long from application to issuance as window and door permits. A supplier watching fresh issuances is watching demand that is about to hit job sites, not history.

The practical rule: for fast-moving trades, act on issuance because the job starts almost immediately. For slow-moving ones like new construction, the application itself is the early signal, and issuance months later is your second chance.
What permit data cannot do for a supplier
Four limits, stated plainly, because a plan built on the wrong assumption fails in the field.
It cannot produce leads. No names are published, so the data tells you where demand is, never whom to call. We sell territory intelligence, and any use of this data as a contact list misreads what the record contains.
It undercounts dollar volume. Close to half of Toronto permits disclose no construction value, so every dollar figure describes only the disclosing subset, and true committed spend runs higher than any total you can compute.
It cannot give you long-run trends. The City publishes active permits, and records leave the dataset as projects close out. That is why we report trailing twelve-month windows and never compare one year against another: a multi-year trend line from this data would measure record attrition, not construction.
It misses permit-exempt work. Some like-for-like replacement work generally proceeds without a permit in Toronto, so permit counts understate categories where much of the volume is exempt; what needs a permit is the City's call, set out by Toronto Building. And coverage is Toronto only today. Treat every number here as a Toronto number.
A territory review that respects the data
A repeatable monthly routine looks like this.
- Fix the window. Use the trailing twelve months for structure and the latest weeks for movement. Never reach back across years.
- Rank the trades you sell into by permit count, using the live table above or the trade pages.
- Map concentration. Rank your FSA bundles by count in those trades and compare against where your reps actually spend their time.
- Watch fresh issuances. Search Toronto building permits for your key areas and check what was issued since your last pass; those projects are entering their buying window.
- Log what the data cannot tell you, name checks and exempt work above all, so nobody downstream mistakes the map for a lead list.

How these numbers are calculated
The live figures on this page come from two SQL aggregates over PermitIndex's copy of the City of Toronto's open dataset of active building permits. seo_citywide_12mo counts permits issued in the trailing twelve months that remain on record, counts how many disclose an estimated construction value, and sums the disclosed values only. seo_wait_by_trade computes each trade's permit count plus the median and 90th percentile lag from application date to issue date over the same window, computed as percentile_cont in SQL, dropping records where the issue date precedes the application date and reporting no row for any trade with fewer than thirty permits. The classifier's catch-all bucket is excluded from the table because it means no rule matched, not a real category.
Two biases apply to everything here. Dollar totals describe only the disclosing subset of permits, and close to half disclose no value, so true totals are higher. And because the City publishes active permits, records leave the dataset as projects close out, which is why every window is a trailing twelve months and why we never compare one year with another. Frequently asked questions
- Can permit data give me contractor leads or contact lists?
- No. Toronto's published permit records do not reliably include contractor, owner, or applicant names, and PermitIndex strips name fields from its pipeline entirely. Permit data supports territory decisions: where to place reps, which trades to stock for, and when demand is moving. A vendor selling permit-derived contact lists is not getting those names from the public record as published.
- Is a building permit a leading or a lagging indicator of demand?
- Leading for on-site work, lagging for design decisions. By the time a permit is issued, the project is already specified and financed, but most of the material buying still sits ahead of it. That is why suppliers treat a fresh issuance as the opening of a window rather than a missed opportunity.
- How current is the permit data behind PermitIndex?
- We re-ingest the City of Toronto's open dataset of active building permits daily, and every live figure on the site is stamped with the newest issue date in the data it draws from. The dataset describes permits currently on record, so it behaves like a live register, not a historical archive.
- Does PermitIndex cover cities other than Toronto?
- Not today. Live data coverage is Toronto only, and every number on this page is a Toronto number. The planning method transfers to any city that publishes record-level permit data, but you would need that city's own dataset to run it elsewhere.
- Do I need a data team to use permit data for territory planning?
- No. The aggregation is already done: you can read demand by trade and by area on PermitIndex without touching a raw file, and look up any address in seconds.
